ELTEK Labs General Policies

ELTEK Labs is an Independent Testing Laboratory with accreditation to ISO 17025 by The International Accreditation Service. As such, we pride ourselves in our ability to operate in a clear and concise manner. The following is a summary of our policies.

1. Testing

Tests are conducted in accordance with standardized test methods. Standardized refers to the source of the test method for any lab project; the sources being from international, domestic, industry, or customer sources. For some test projects, modifications can be accepted; e.g., when test specimens are other than the preferred size or shape, or for variations to a step of process within the test method. Any modifications must be reviewed and accepted by both our customer and ELTEK Labs prior to issuance of our Quotation and acceptance of the Quotation by our customer.

2. Services

Services refer to (1) non-testing activities and (2) expansion of projects requiring testing when the customer request is beyond the normal report format for a project. For more information, refer to the Report policy detailed in #3 below.

Services may be quoted as part of a testing project or in a separate Quotation. Services not covered by an issued and accepted Quotation will not be performed unless the additional service is covered by a separate Quotation.

Services are not limited to, but do include the following:

  • Acting as the customer’s agent to handle any aspects for data submittal to any Certifying Body (CB)
  • Acting as the customer’s agent for data submittal to any Certifying Body (CB) when a project  includes or does not include any testing to be conducted by ELTEK Labs
  • Taking photographs of test specimens or test set-ups
  • Expansion of a test report outside of the normal report format
  • Request to modify a completed test report to include information not provided prior to the start of the testing project
  • Request to modify a completed test report to include details/measurements/exceptions/coverage of materials or other aspects of the report content which were not provided prior to the start of the testing project

All services are quoted on a per-hour basis with the requested modification being performed after acceptance and payment of the requested modification.

3. Reports 

The normal format for an ELTEK Labs Final Report consists of the cover page, completed test data sheets, equipment sheet, and a signature page, plus any other specified information required within a specific test Standard or contract (accepted Quotation). The test data sheets consist of two sections:  Section 1, which includes the project information, and Section 2, which includes the test information.

If necessary, relevant or applicable for the interpretation of the test results, the report format may include one or more of the following:

·         Stated deviations from, additions to, or exclusions from the test method

·         Information on specific test conditions, such as environmental conditions applied to the testing and sample conditioning

·         A statement of compliance/non-compliance with requirements and/or specification

·         Additional information agreed to as part of the accepted Quotation

Test reports are free of opinions and / or interpretations.

4. Submittal

ELTEK Labs interacts with our customers to provide the best testing and services possible. With our international accreditation, our test reports can be submitted to most Certifying Body (CB) globally.  However, any such submittal requirements should be coordinated prior to project launch.

Submittal to a Certifying Body

ELTEK Labs test reports can be submitted to one or more CB.  We have formal agreements with many CBs and the list is increasing. One report = multiple submittals.

For project where the test results are for submittal to a CB, ELTEK Labs must know if the customer has already initiated contact about the specific project or if the initial contact is still needed.

  • If the customer has initiated contact about the specific project it is our expectation that the role of ELTEK Labs is that of a Third Party Testing Laboratory. This means the customer or the CB is to provide ELTEK Labs with the Scope of the project and the Test Procedure and Protocol [TP&P]. The Scope and TP&P must be reviewed to determine if ELTEK Labs can conduct the requested project.
  • If the customer has not initiated contact with the CB for the specific project, it must be determined when, how and who is to arrange the initial contact. ELTEK Labs has established relationships with several CBs. We will inform the customer of our relationship with the specific CB and follow that arrangement. This part of the project must be completed before preparing any formal Quotation.
  • When a customer has already reached some level of agreement or design to a test program, ELTEK Labs will not renegotiate any part of the project. We will either (1) function as the Third Party Testing Lab or (2) not accept the project.
  • When a project originated and was accepted to be without any reference to submittal to any CB, ELTEK Labs will not participate in making a submittal to any CB afterwards. Any such activity is to be undertaken by our customer.

Any questions concerning submittal need to be discussed and resolved prior to acceptance of the Quotation for testing.

5. Payment Terms

Information related to method of payment is required prior to preparation of any Quotation.

ELTEK Labs accepts three methods of payments:

  • Company issued check / money orders / cashier’s checks
  • Purchase Order (PO) with standard terms of Net 30
  • PayPal (credit card) for amounts below $3,000 USD

Special Notice:

1. For new customers (customers with three or fewer accepted and completed projects) payment in full must be received before the project can be transferred to our lab.

2. For established customers, a PO with terms Net 30 Days or arrangements for payment with the maximum period of 30 Days must be in place prior to the project being placed into the lab.

6. Cancellation

There are two types of testing projects handled by ELTEK Labs: (1) short term and (2) long term.

For all short term testing projects, the project can only be transferred to the lab after acceptance which requires the test specimens and payment. If project is cancelled or partially cancelled after it has entered the lab, the circumstances will be reviewed and a partial refund credit toward future testing may be allowed at ELTEK’s discretion.

For all long term testing projects, approximately 50% of the total amount of time and efforts required by ELTEK Labs is completed prior to the start of any thermal aging. If a customer cancels a project after it has been transferred into our lab, no refund is possible. Only for the reason ELTEK Labs cannot actually perform the project, can the project be cancelled by ELTEK Labs. In this situation, a credit may be acceptable depending on the amount of activity already completed.
